What would be a plausible way to return an exiled villain to the mix?

Depends if the queen is a saint or has some vice she fell prey too and he is either blackmailing or supplying her vice. Or perhaps he eliminated a pressing court issue for her without any sort of payment request and that was enough to redeem himself.
