Does This Make Me A Horrible Person, Or Is This A Great Idea?

Pure and simple, my friend and I were discussing the possibility of utilizing the homeless for an advertising campaign, similar to something called "bumvertising." At first it might seem wrong but what we are thinking about doing is paying them about $30-$40 per day to wear a free t-shirt that we give them, sponsored by a local business. They will give out coupons with discounts to that local business and get paid based on the number of people that use those coupons to purchase goods & services. This way, the relationship is mutually beneficial. We are providing extra income for local people who are out of work, and in return we get a low cost advertising campaign. Thoughts?
